Continuing Education Policy & Guidelines

The Continuing Education Program is unique. It applies to all FBI employee's, both Agent and support, in all grades, and all FBI job families, not to only those employees with specialties, professional licenses, or specialized job assignments. The Continuing Education Program is a comprehensive training strategy encouraging individual employee development. This is the policy which drives the employee development component of the new Performance Appraisal System. This program is the "umbrella" under which most FBI training and development policies and programs will fall.

These programs include the new Advanced Investigative Training, Special Agent Core Training, and the proposed Comprehensive Bureau Management Training, and any programs required for specialty assignments, such as technically-trained agents or polygraphers, collateral duties such as SWAT or ERT, or to maintain professional licenses or certifications such as a CPA.

Participation in the Continuing Education Program does not guarantee training or development for job assignments to which the employee anticipates or aspires nor does it guarantee promotions to higher grade levels. Below are the major standards relating to the Policy.

Applicability: All FBI employees will participate in the Continuing Education Program.

Major Standards of the policy include: 15 hours of annual training; coincides with annual performance appraisal; training must relate to job performance and related to the employee's development plan, training includes both traditional and non-traditional learning opportunities; supervisor must approve all training and consideration of training requests will be based upon this approval, employee work demands, and financial resources available; independent learning opportunities and training is permitted during work hours or adjusted work hours in order to participate in training that is being paid for by the employee; quantitative values will be assigned or determined prior to all training, including FBI training, GETA sponsored, publications, independent learning activities; and employees are responsible for maintaining records supporting the completiong of learning activities.
